Is it permissible for me to combine and shorten prayers (Jam' and Qasr) during travel if I work in a city 35 kilometers away from my city, and I have departed from the populated area of the city where I reside?

The majority of scholars have specified the distance for a traveler to shorten prayers (qasr) as approximately eighty kilometers. As for those who did not specify a distance, they made the matter referable to custom ('urf), so whatever people consider to be travel, the concessions of shortening prayers and breaking the fast become permissible therein. It is stated in the fatwas of the Permanent Committee that the travel for which travel concessions are legislated is what is considered travel by custom, and its approximate measure is eighty kilometers. Whoever travels this distance or more is permitted to avail himself of the travel concessions, such as wiping over the leather socks for three days, combining and shortening prayers, and breaking the fast in Ramadan. If a traveler intends to stay in a country for more than four days, he should not avail himself of the travel concessions. However, if he intends to stay for four days or less, he may avail himself of them. As for a traveler who stays in a country and does not know when his need will be fulfilled, and has not specified a certain time, he may avail himself of the concessions even if the period is prolonged. There is no difference between traveling by land or by sea. Based on this, you are not permitted to shorten prayers for the mentioned distance if it does not reach the travel distance.
