Is it permissible for a traveler to shorten or combine prayers if the duration of stay in the destination country ranges from four to five years?

The Lawgiver (Allah) linked the permissibility of shortening prayers (qasr) and combining them (jam') to travel. An individual residing for a long period is not considered a traveler. The opinion that he takes the ruling of a traveler is weak and should not be adopted.
