Is it permissible to wipe over socks that do not cover the ankles and some of the top of the foot, and is it a condition to wear them after performing ablution (wudu') to be allowed to wipe over them?

The majority of scholars stipulate for wiping over theaks (leather slippers) that they must cover the ankles. This is the fatwa issued by this authority. This differs from some scholars, such as Ibn Hazm and Al-Awza'i, who permitted wiping over khuffain that are cut below the ankles, arguing that the Prophet, peace and blessings be upon him, commanded wiping over khuffain and wiped over socks, without specifying a limit for that.

It is permissible to act upon this opinion for anyone for whom its evidence is stronger, or if a trustworthy scholar has given them a fatwa to that effect, while cautioning against following dispensations to the point of apostasy (tazanduq).

It is also permissible to wipe over socks if they were put on while in a state of ritual purity, whether immediately after ablution or after it but before the purity is broken.
