The answer

The majority of scholars hold that the distance for which a traveler is granted concessions is four burud (approximately 83 kilometers). If the journey is 83 km or more, it is permissible for the traveler to shorten (qasr) and combine (jam') prayers by agreement. However, if the distance is less, qasr and jam' are not permissible according to the majority. There is another reputable opinion, which is not to consider this specific distance as a determinant, and that anything customarily called travel is considered legal travel for which concessions are granted. As for the questioner, it is permissible for him to adopt the opinion of no specific distance if the distance is less than what the majority has stipulated, and this is not a combination of two schools of thought. As for shortening and combining prayers over a distance of four burud, this is a matter of agreement.
