Must a woman who menstruated before the Ifadah circumambulation (Tawaf al-Ifadah) and whose menstruation continued until her return to her country perform the Ifadah circumambulation during her next Umrah, and is a sacrifice (hady) due from her if her husband engaged in marital relations with her, and how should she perform the circumambulation: by entering into a state of ihram for Umrah and then circumambulating, or is it sufficient to circumambulate without a new ihram?

A menstruating woman is exempt from the Farewell Tawaf. However, the Tawaf al-Ifadah (circumambulation of outpouring) is a pillar of Hajj and is not waived due to menstruation. Whoever omits it must return and perform it. The woman remains in a state of ihram until she performs the tawaf and sa'i. If she returns to her country and cannot go back to Mecca, she is considered in the ruling of one who is prevented (muhsar), so she should slaughter a sheep, shorten her hair, and intend to exit ihram. It is not permissible for her to perform Umrah before completing the Tawaf al-Ifadah. As for engaging in sexual intercourse out of ignorance before exiting ihram, there is no penalty for it.
