What is said about the hijab being only for the hair is incorrect, for a woman's adornment is in her face, and Allah has commanded its concealment, as He said: "and not expose their adornment." You should advise your mother by various means, including: direct speech, giving her a tape or book that clarifies the ruling on hijab, contacting a shaikh, or attending a religious lecture. Patience, repetition, and supplication are necessary. If the mother does not respond, then there is no obedience to her in this matter, based on the Prophet's (peace be upon him) saying: "Obedience is only in what is good" and "There is no obedience to a creature in disobedience to the Creator." Nevertheless, you must treat her kindly and dutifully.
