Is it permissible for a woman to leave her house with her mahram for permissible recreation, and is this departure considered a violation of "staying in houses" mentioned in His, the Almighty's, saying: "And stay in your houses"?

A woman's immodest (mutabarrijah) outing is forbidden. However, her outing while covering her body and not being immodest is permissible. It is preferable for her not to go out frequently without need. Some scholars have held that the verse: "And abide in your houses" [Al-Ahzab: 33] is not an obligation for the Mothers of the Believers but rather a guidance. And if it were an obligation for them, it is not obligatory for others, but rather a perfection for all other women. What indicates that it is not an obligation is the permissibility for a woman to go out to pray in the mosque, even though her prayer at home is better. Sheikh Ibn Uthaymeen said: The verse does not mean to completely prevent women from going out, but rather not to go out frequently or display themselves. Women used to go out during the time of the Prophet, peace and blessings be upon him, to the markets without being immodest or causing temptation.
