What are the needs and circumstances that permit a woman to speak with a non-mahram man, and what are the controls for such a need?

A woman's speech with a man who is a stranger to her is an invitation to temptation (fitna) and evil. Therefore, its permissibility is restricted to a recognized need, such as buying, and not merely for the desire to converse. Allah Almighty has forbidden softness in speech so that he in whose heart is a disease does not covet. A woman must limit her speech with a strange man to what is necessary, because Satan flows through the son of Adam like blood, and many women are tempted by Satan if they converse excessively with men. The legitimate need can be clarified by reviewing examples of fatwas that permitted communication for necessity, such as guiding a lost person or teaching, and examples of what is not a necessity, such as exchanging greetings or seeking companionship. We observe that the legitimate controls for communication between the sexes are rarely observed in people's reality today, which leads to the disappearance of barriers and modesty, and the emergence of inclination and emotional relationships, thus resulting in temptation.
