Is it permissible to give zakat to a man who is a family provider whose income is just enough for his living expenses, and he does not own his own home (he lives in his wife's house), and he has some debts?

Zakat (definition) aims to meet the needs of the poor, so they are given from it what will lift them from poverty to permanent self-sufficiency. Whoever's income is only sufficient for their food and clothing, and they are in need of housing and a car, is considered eligible for Zakat, especially if they are indebted, in which case they are entitled to receive from the portion designated for those in debt to repay their debts.
