Is it permissible to give Zakat to a retired man whose income from two apartments he owns is not enough to cover his and his children's needs?

It is permissible to give zakat to one who does not find enough for his expenses, even if he owns rented property, because this falls under the definition of a miskin (needy person), who is someone able to acquire money or earn a living but it is not sufficient for him. The Holy Qur’an describes someone who owns a ship as a miskin, which confirms that owning an asset does not prevent one from being described as needy if it does not fulfill one's needs. If the income from the rented property is not enough to meet his needs, then it is permissible to give him from zakat to complete what is sufficient for him and for those he supports.
