The answer

It is not permissible for employees to take money from the state exceeding their agreed-upon salaries if the tasks assigned to them fall within their job descriptions. Otherwise, it would be considered an aggression and a betrayal of trust. Whoever believes they deserve more should demand a salary increase.

However, if the tasks assigned to them are outside the scope of their job descriptions and they cannot refuse to perform them, then they may take the customary wage (ajrat al-mithl) for those tasks without any increase.
