What is the ruling on reciting the Qur'an quickly in prayer with the intention of revision, without focusing on the meanings or the rules of Tajweed, and is this permissible in supererogatory prayers and in making up obligatory prayers?

Reciting the Quran with tajweed (definition) is obligatory both inside and outside of prayer, based on Allah’s (the Most High) saying: "And recite the Quran with a measured recitation" (Al-Muzzammil 73:4) and "Those to whom We gave the Book recite it with its true recitation" (Al-Baqarah 2:121). Ali (may Allah be pleased with him) interpreted tarteel as perfecting the pronunciation of letters and knowing where to pause. Ibn Mas'ud forbade hathth (excessive haste) in Quranic recitation, which is an extreme speed that obscures letters or causes them to be pronounced incorrectly, constituting a hidden, forbidden error (lahn khafi). However, it is permissible to read quickly (hadar) while observing the rules of tajweed, as long as it does not lead to cutting off letters of prolongation (huruf al-madd), shortening most of the vowelization, losing the sound of ghunnah, or disrupting the grammatical structure.
