Reciting the Quran with tajwid (elocution rules) is not obligatory; rather, it is only for improving recitation. So, if a person recites, articulates the letters clearly, and vocalizes them as they are supposed to be vocalized, that is sufficient. And Allah's saying, "And recite the Quran with a measured recitation" (73:4), does not mean to recite it with tajwid, but rather to recite it slowly and at a measured pace.
