The correct approach is to go for Hajj, and if menstruation occurs during the performance of the Hajj rites, then the woman should perform all the rites of Hajj except for circumambulating the Kaaba; she should not do it until she becomes pure. This is how the Prophet (peace be upon him) commanded Aisha (may Allah be pleased with her).
