The answer

All praise is due to Allah.

It is not permissible for a person to perform Hajj on behalf of another before performing Hajj for themselves. This is based on the of the Prophet, may Allah’s prayers and peace be upon him, when he heard a man performing the for Shubrumah. He asked him if he had performed Hajj for himself. When the man replied no, he commanded him to perform Hajj for himself first, and then for Shubrumah.

And with Allah is all success.
