Are the Hajj and 'Umrah of one who, out of ignorance, did not shorten or shave his hair during his 'Umrah, and then performed Hajj thereafter, considered valid? And is the shaving of Hajj sufficient for the shaving of 'Umrah? If they are not valid, what are the consequences?

Scholars have differed on whether shaving or shortening the hair is a ritual of Hajj and Umrah (definition), or merely a release from a prohibited act. While we incline towards the view that it is a ritual, there is no harm in acting upon the opinion that it is a release from a prohibition. Consequently, this person would have been released from the state of ihram (definition) by the Sa'y, and nothing further is required of him. However, if we maintain that shaving is a ritual, then the man remains in the state of ihram for Umrah, and his ihram for Hajj is invalid; therefore, he must perform another Hajj anew.
