The answer

Reciting the Quran and placing aromatic plants and flowers on graves are not legislated, because the Sunnah did not include them. The Prophet (peace be upon him) indicated that graves are not a place for recitation or prayer, saying: "Do not turn your houses into graves, for Satan flees from the house in which Surat Al-Baqarah is recited," and his saying: "Pray in your houses, and do not turn them into graves." Imam Ahmad was asked about reciting at the grave and he said: "No." Also, placing aromatic plants was not an act of the Pious Predecessors, and every innovation is misguidance.
