What is the meaning of the noble verse: "And whether you disclose what is in your minds or conceal it, Allah will call you to account for it"?

The exegetes said that the meaning of the verse is that Allah will hold man accountable for the evil he manifests or conceals within himself, so He will punish the wrongdoer for his wrongdoing, and forgive whom He wills out of His grace. This verse is abrogated by the Almighty's saying: "Allah does not burden a soul beyond its capacity." Therefore, self-talk and what a person is unable to control are pardoned, according to the Prophet's (peace be upon him) saying: "Indeed, Allah has pardoned for my nation what they inwardly converse about, as long as they do not act upon it or speak of it."
