Will Allah hold me accountable for my actions that are accompanied by psychological whispers, and will I be sinful for them, and will I thereby offend the Noble Qur’an?

What you have mentioned is a symptom of obsessive whisperings (waswasah). To be cured of it, you must completely ignore it and pay no attention to it. Refrain from asking about it, and supplicate fervently to Allah Almighty. It is also good to consult psychiatrists.

As for inner thoughts (hadith an-nafs), a servant is not held accountable for them, out of Allah's grace and mercy. Muslim narrated in the hadith of Abu Hurayrah, when the verse {To Allah belongs what is in the heavens and what is in the earth. Whether you disclose what is in your souls or conceal it, Allah will hold you accountable for it. Then He forgives whom He wills and punishes whom He wills. And Allah is over all things competent.} [Al-Baqarah: 284] was revealed, the Messenger of Allah (peace and blessings be upon him) said: "Do you wish to say as the People of the Two Books before you said: 'We hear and we disobey'? Rather, say: 'We hear and we obey. Our Lord, Your forgiveness, and to You is the final return.'" Then Allah revealed after that: {The Messenger has believed in what was revealed to him from his Lord, and [so have] the believers. All of them have believed in Allah and His angels and His books and His messengers, [saying], "We make no distinction between any of His messengers." And they say, "We hear and we obey. Our Lord, Your forgiveness, and to You is the final return."} [Al-Baqarah: 285]. Then Allah Almighty abrogated it with His saying: {Allah does not charge a soul except [with that within] its capacity. It will have [the consequence of] what it has gained, and it will bear [the consequence of] what it has earned. Our Lord, do not impose upon us what we have no strength to bear.} [Al-Baqarah: 286]. He (Allah) said: "Yes." {Our Lord, and do not lay upon us a burden like that which You laid upon those before us. Our Lord,} [Al-Baqarah: 286]. He said: "Yes." {And do not burden us with that which we have no ability to bear.} [Al-Baqarah: 286]. He said: "Yes." {And pardon us; and forgive us; and have mercy upon us. You are our Protector, so give us victory over the disbelieving people.} [Al-Baqarah: 286]. He said: "Yes."

As in the agreed-upon hadith: "Indeed, Allah has pardoned my nation for what they whisper to themselves, as long as they do not act upon it or speak of it."
