The answer

Marriage is subject to the five legal rulings. Marriage is recommended for those who are financially and physically capable, and it should not be delayed because it is a practice of the Messengers. The marriage of a poor person who is able to provide for maintenance, clothing, and housing is encouraged by the Sharia. However, for someone who does not possess the means to spend on a wife, marriage is not sunnah for him, and may even be prohibited for him. For someone who fears falling into indecency (fornication) and whose marriage would lead to harm to the wife due to inability to have intercourse or provide maintenance, it is forbidden for him. But if he fears falling into indecency and is afraid of abandoning fornication, then marriage becomes obligatory for him, and he must inform the woman of his condition. As for a person whose poverty does not prevent him from providing maintenance and its related necessities, marriage is legislated for him.
