A woman in a state of ihram for Hajj or Umrah is not permitted to cover her face with a burqa or niqab, based on the statement of Sheikh al-Islam Ibn Taymiyyah: "It is permissible for a woman in ihram to cover her face with something that clings to it, except for the niqab and burqa." If she covers her face with them out of forgetfulness or ignorance, there is no fidyah (expiatory offering) due from her. Nor is there any fidyah due if she covers her face with something other than the niqab or burqa, such as a jilbab, khimar, or headscarf. Therefore, no fidyah is due from you for wearing the burqa out of ignorance, nor for tying theindil (headscarf).
