Is it permissible for someone who has not memorized the entire Qur’an to grant an ijazah to another in the recitation of Hafs from Asim via the Shatibiyyah path?

"Ijazah" in the Noble Qur’an is the oral transmission of it from the shaykh to the student. It requires the student to have memorized the entire Qur’an by heart. The "ijazah" is not valid for someone who has only read from the mushaf (physical copy). The "ijazah" is a certification from the shaykh of the student's qualification to teach this art. However, it is not a prerequisite for the permissibility of teaching and imparting knowledge. So, whoever knows himself to be qualified is permitted to do so, even if no one has granted him "ijazah."
