Whoever takes the lead in teaching the Qur'an and granting authorization (ijazah) in it must be a memorizer of its recitation and rulings, knowledgeable of its orthography (rasm) and ضبط (dabt), and adorned with its ethics. He must also have received the recitation with a continuous chain of transmission (sanad) back to the Prophet, peace and blessings be upon him. Therefore, it is not permissible for one who is not proficient to take the lead in teaching and granting authorization. As for who deserves the authorization, it is he who has become qualified to teach the Book of Allah and in whom the conditions have been met. However, there is no objection for a student to learn some surahs or verses and master them, then teach them to others. Nevertheless, this is not considered an authorization in the technical sense among the reciters.
