Is it permissible to recite the Sanad Ijazah by heart and before completing the memorization of the entire Holy Quran?

The "ijazah" (certification) in teaching the Holy Quran is a conventional rather than a Sharia-based matter, and it is not related to the student's intention. The question should rather be about its validity among specialists. The requirements for the ijazah vary among reciters. What is commonly known among the people of Quranic recitation is the requirement to recite the entire Quran by heart, with proper tajweed (pronunciation rules) and mastery. However, some reciters do not require memorization; rather, reading from the Mushaf (physical copy of the Quran) suffices, as stated by Al-Suyuti. The ijazah is not a prerequisite for undertaking the teaching of Quran. Whoever knows himself to be qualified is permitted to do so, even if no one has granted him an ijazah. People have conventionally adopted it as a certification from the shaykh (teacher) of the certified person's competence.
