Is it permissible for a charitable organization that acts as an agent for collecting donations and implementing charitable projects to combine agency and implementation, and to take profits from implementing projects to cover employees' salaries and sponsor preachers, knowing that it does not take administrative expenses from donors' money? What is the salary ceiling for employees in this case? Is it permissible to pay large salaries to some distinguished cadres to free them up for work in the organization, even if they have worldly jobs that make them self-sufficient?

The majority of jurists are of the opinion that it is impermissible for an agent to sell to himself what he has been authorized to sell to others. This is because common practice dictates selling to others, and doing so would open him to accusations of favoritism towards himself. This is the relied-upon view among the four madhhabs, and it has been explicitly stated in the fatwas of the Permanent Committee. It is also safer for a Muslim to preserve his honor. However, some scholars have permitted it on the condition that there is no favoritism.

If the donating entity deals with the agent in his capacity as an agent acting on its behalf, then it is impermissible for him to profit from the projects. However, if it deals with him in his capacity as an implementing entity, then there is no harm in him profiting, provided he is transparent with the charities about this.

As for employees' salaries: if they are paid from general sadaqat (charity), they must be commensurate with the salary of a comparable position, acting in the most beneficial way. If they are paid from the profits of the projects, there is no specific estimation for them; rather, it should be based on mutual agreement between the management and the employees, with the management obligated to act in the best interest of the association. It is permissible to assign highly competent individuals with large salaries if the work genuinely requires their expertise.
