Is it permissible to transfer the remains of the oldest deceased to an "ossuary" to make space for a new deceased in the unlawful cemeteries in Egypt?

It is not permissible to exhume a grave and transfer the bones of the deceased from it to another place, whether for the need of a new deceased person or a living one, except in cases of necessity. The place where a Muslim is buried becomes an endowment for them as long as any flesh or bone remains. It is permissible to exhume a grave if it is highly probable that its occupant has decayed and turned to dust. If some of their remains are found, they must be reburied in their place. It is permissible, when necessary, to bury a new deceased person alongside the bones in the same grave.
