Is it permissible to place some of the waqf Qur'ans designated for the mosque inside the mosque, and distribute the rest to people and memorization students?

The Qurans were given to be designated for the people of the mosque and the Quranic memorization center, and this must be adhered to unless their utilization becomes impossible.

If utilization becomes impossible, then it is permissible to transfer them to where there is a benefit.

Ibn Taymiyyah permitted transferring them out of necessity even if their benefit had not ceased. So, if the readers in the mosque or center are few, it is permissible to transfer them to those who read more.

The more cautious approach is to keep them in their original place as long as their benefit exists.
