Do the Quranic verses that speak of the creation of humankind from water and the creation of pairs mean that God created pairs (man and woman) and formed families and tribes before sending them down to this worldly life? And was every human destiny predestined and written before eternity, or while still in the womb? And does every man have a wife whom God destined for him and ordained before eternity? And does everyone with a characteristic have suitable traits to coexist with others? And is one's name, life, and death predestined by God? And are women and men the ones who decide when to have children and what to name them, or has God already decreed all of that with His pen and destiny?

A Muslim should focus their efforts on what benefits them in their religious and worldly affairs, and avoid delving into matters of divine decree (Qadar) that do not entail practical action. Allah created souls before bodies and took a covenant and pledge from them in the world of pre-existence (Dhar). The verses mentioned in the question, however, speak about the creation of bodies and the resurrection of souls within them. Everything that occurs in the universe is by Allah's decree. Allah wrote the destinies of all creation fifty thousand years before He created the heavens and the earth, and this includes spouses, offspring, lifespans, life, and death. Allah created causes and their effects; among these are the father and mother, who are the cause of a child's existence. However, the entire matter is in the hands of Allah Almighty, and one must be cautious about delving too deeply into the matter of divine decree. Accountability is tied to ability, and the Holy Quran has affirmed this in His Almighty's saying: "Allah does not burden a soul beyond its capacity" (Quran 2:286) and "Allah does not burden a soul except with what He has given it" (Quran 65:7).
