If your father intends to perform Umrah first and then Hajj, he is a Mutamatti' (one who performs Tamattu' Hajj) and must offer the Hady (sacrifice) for Tamattu'. He must enter into the state of Ihram for Umrah from Al-Juhfah. After exiting the state of Ihram for Umrah, he may return to Jeddah and enter into Ihram for Hajj from there. However, if he intends to perform Hajj only, he is not a Mutamatti' and must enter into Ihram for Hajj from Al-Juhfah. In this case, he may stay in Jeddah while remaining in the state of Ihram, provided he avoids the prohibitions of Ihram.
