What is the wisdom behind some people being homosexual and persecuted, while others commit sins and then repent, and what is the reason for scholars not differentiating between inclination and action when discussing homosexuality?

Allah possesses profound wisdom in His legislation and decree. Humankind is tested with both good and evil. Allah is the Creator of evil, but He does not love it. Humans have a choice between good and evil, and trials often arise from their own leniency. The sexually deviant person, or anyone afflicted with any sin, must strive against their lower self and supplicate to Allah, instead of contemplating divine preordainment. Inclination towards deviance is not the same as committing the heinous act. A person is not held accountable for thoughts unless they are spoken or acted upon, but one must repel evil thoughts. The heinous acts of adultery and sodomy are proven by four witnesses. Repentance and self-concealment are paramount. A deviant person concealing their own deviance protects them from many evils.
