This is because the Prophet, peace and blessings be upon him, informed us that angels do not enter a house in which there is a picture. This indicates the prohibition of possessing pictures in homes. A Muslim should get rid of pictures that are not needed. As for photographing women without necessity or photographing the 'awrah (private parts) of unveiled women, it is not permissible under any circumstances.
