Which is better: praying behind a latecomer who is completing the missed rak'ahs, or forming another congregational prayer?

The fatwa on this matter is that it is valid to follow someone who joined the prayer late (masbuq), but it is preferable not to follow him in order to avoid disagreement, as some scholars do not deem it valid to follow him, and avoiding disagreement is recommended.
