What is the ruling on someone who entered into a state of ihram for Umrah from As-Sail Al-Kabeer, performed three rounds of tawaf, then returned to Riyadh and removed his ihram due to fatigue and lack of funds to complete the Umrah?

One is not permitted to exit the state of ihram (definition) before completing the rituals. The stipulation [of exiting ihram upon an impediment] is only valid in the case of a preventing excuse. One who is able is obligated to go to Mecca to complete the rituals (tawaf (definition), sa'y, and shaving or shortening the hair). As for one who is unable, their ruling is that of a person who is prevented [from completing the Hajj/Umrah (definition)], so they exit ihram by sacrificing an animal; if they are unable to do so, they must fast for ten days.
