The Lawgiver has granted permission to the traveler, for a permissible journey of the distance that allows for shortening prayers (83 km or more), to combine and shorten the four-rak'ah prayer to two rak'ahs, whether they are in transit or after arrival. Shortening is better than praying in full, for the Prophet, peace and blessings be upon him, said: "It is a charity that Allah has bestowed upon you, so accept His charity." And "Indeed, Allah loves for His concessions to be availed of, just as He loves for His firm commands to be obeyed." There is no harm in combining and shortening the Asr prayer after Dhuhr in congregation, although it is better to delay Asr until its prescribed time and shorten it, as the Prophet, peace and blessings be upon him, did in Mina.
