The answer

Ruqyah using water and olive oil is a therapeutic method for touch (possession), magic, and the evil eye, and its effect is by the decree of Allah. Ruqyah may not be effective due to the weak conviction of the reciter or the one seeking Ruqyah.

Ruqyah is permissible when three conditions are met: 1. It must be with the words of Allah Almighty, or with His names and attributes, in the Arabic language, and with a meaning that is understood. 2. It must be believed that Ruqyah does not affect by itself, but by the decree of Allah Almighty. 3. Ruqyah must be in Arabic or in a language whose meaning is understood, and both the reciter and the one being recited upon must believe that Ruqyah does not affect by itself, but by the permission of Allah Almighty.

It is also permissible to write Quranic verses with rosewater and saffron, then immerse them in water and drink it, or to recite upon honey, milk, and the like, and to anoint the body with musk and rosewater upon which Quranic verses have been recited.
