What is the ruling on reciting over creams, makeup, and skin and hair concoctions with the intention of healing from envy and the evil eye?

There is no harm in reciting the Quran over water and oil for treatment and healing. It has been authentically reported from the Salaf (early Muslims) that they would recite over water, and some of them issued fatwas allowing recitation over oil, as was narrated from Imam Ahmad, Ibn al-Qayyim, and others. Al-Nawawi permitted writing Quranic verses on sweets and food and then eating them. Sheikh Ibn Baz was asked about reciting the Quran and supplications over water or oil for treatment, and he replied that it is permissible in Sharia, and that the Prophet, peace and blessings be upon him, said: "There is no harm in ruqyah as long as it does not involve shirk." This applies generally to ruqyah performed on the sick person directly, as well as on water and oil.
