What is the ruling on a woman going out perfumed with a pure intention, and does the ruling differ between fragrant and non-fragrant perfumes, and is it permissible for a man to perfume himself and go to a workplace where women are present?

A woman is not permitted to leave her house perfumed with a fragrant scent. This ruling does not change based on the purity of intention, because the allure (fitnah) occurs due to the scent of the perfume. However, intending to tempt men increases the sin. As for perfume that has no scent, there is no harm in it. This ruling is specific to women, not men.

Regarding a man perfuming himself, there is no harm in it. However, if his workplace involves impermissible free mixing, he is not allowed to work there. But if the place distinguishes between men and women, and there are no forbidden شرعية (shar'iyyah) matters, then there is no harm for a man to perfume himself, unless he intends thereby an evil intention.
