Why is it recommended to fast during the Sacred Months?

The majority of jurists deem it recommendable to fast during the sacred months, based on the Prophet's (peace be upon him) saying to Al-Bahili: "Fast from the sacred months and leave off," three times.

However, another group of scholars said that it is not recommended to fast specifically during the sacred months, except for Muharram only, based on the Prophet's (peace be upon him) saying: "The best fasting after Ramadan is Allah's month of Muharram, and the best prayer after the obligatory prayer is the night prayer."

The preponderant opinion is that which the majority of jurists have adopted.
