Can envy persist for eight years, and are the symptoms that have afflicted the questioner—hair loss, memory weakness, inability to memorize the Qur’an, and lack of desire to study and meet people—due to it? And does the fact that these symptoms have not disappeared with ruqyah mean that it is ineffective?

The person who cast the evil eye must perform ghusl (definition) (ritual bath) and repent for their action. If they refuse, it is permissible to seek assistance from the authorities to compel them, as mentioned in the hadith (definition): "The one who cast the evil eye used to be commanded to perform ablution, and then the one afflicted would wash themselves with that water," and "If you are asked to perform ghusl [for the evil eye], then perform ghusl."

If this is not possible, one must continue with legal ruqyah (definition) (exorcism by Quranic recitation), bearing in mind that ruqyah is a supplication whose benefit might be delayed for a divine wisdom. One must not despair from supplicating, for the Prophet, peace and blessings be upon him, said: "The supplication of any one of you is granted as long as he does not supplicate for a sin or for cutting off ties of kinship, and as long as he does not become impatient."
