Is it permissible for a disbeliever to touch the Qur’an in order to learn about Islam, unlike a Muslim who is forbidden from touching it without being in a state of purity?

It is not permissible for a person in a state of ritual impurity (whether minor or major, and this includes a disbeliever) to touch the Mus'haf (copy of the Qur'an), based on the saying of the Prophet, peace be upon him: "None should touch the Qur'an except one who is pure." This hadith has been authenticated by a number of imams due to its widespread fame and acceptance by people. The majority of jurists prohibit a disbeliever from touching the Mus'haf for fear of its desecration, just as the Prophet, peace be upon him, forbade traveling with the Qur'an to enemy territory. As for translations of the meanings of the Qur'an, it is permissible for a disbeliever to touch them because they are interpretations and not the Qur'an itself. They may be given to him if there is hope of his embracing Islam.
