The answer

If the pilgrim is from Ta'if, it is not permissible for him to delay the farewell circumambulation (Tawaf al-Wada') because he will return to his city before completing his Hajj. However, if he is not from Ta'if, there is no harm in delaying it, as he is still considered a traveler. Nevertheless, he should not delay it until the end of Dhul-Hijjah; rather, it is preferable to perform it promptly to avoid congestion.
