The majority of jurists hold that a person who abandons prayer out of laziness is not considered an apostate whose disbelief takes him out of the fold of Islam, and he is treated as a Muslim after his death. Therefore, it is permissible to perform Hajj on his behalf, whether it is the obligatory Hajj if he had not performed it, or a voluntary Hajj. A condition for this is that you must have performed the obligatory Hajj for yourself.
