Congratulating on the Hijri New Year is a matter of difference of opinion, with some prohibiting it and others deeming it recommendable. Some also view it as permissible, with no specific sunnah or innovation associated with it. However, reminding people of the Prophet's Hijra (migration), drawing lessons and admonitions from it, and teaching it in sermons and lectures is legislated, because seizing opportunities to remind people is good. The Prophet, peace and blessings be upon him, used to utilize events to teach his Companions and clarify Allah's ruling, examples of which include his sermon during a solar eclipse and his admonition after rain. As for celebrating the Hijri New Year, its ruling is the same as that of celebrating the Prophet's Birthday.
