Congratulating on the Hijri New Year: If someone congratulates you on the New Hijri Year, respond to them with something like, "May Allah bless you with goodness and make it a year of goodness and blessings." Do not initiate the congratulation yourself, as it has not been reported from the predecessors that they used to congratulate one another on this occasion.
Imam Ahmad said: "I do not initiate the congratulation, but if someone initiates it with me, I respond." This is because responding to a greeting is obligatory, whereas initiating the congratulation is neither a commanded nor prohibited.
