What is the ruling on one who prevents Hajj?

There are two types of prohibition from Hajj: permissible and impermissible.

The permissible includes: A master preventing his slave from entering into ihram for Hajj due to being preoccupied with the master's right. A husband preventing his wife from entering into ihram for a voluntary Hajj, because the husband's right is obligatory. A creditor preventing his debtor from performing Hajj unless the debtor leaves behind something to settle his debt. Guardians preventing individuals from exceeding the determined number for the common good, to avert the harm of pushing and overcrowding.

The impermissible: is for one person to prevent another from performing an obligatory ritual unjustly. This resembles the disbelievers who obstruct the path of Allah. If Hajj becomes obligatory by fulfilling its conditions, no one has the right to prevent another from performing it, not even a husband preventing his wife from performing the obligatory Hajj.
