Hajj on Behalf of Another

• Is it necessary to inform a new suitor that the fiancée's Fatiha (marriage proposal/engagement) was previously read for another young man before him? And would we incur sin if we do not inform him of that?
• What is the ruling on an 'Umrah performed on behalf of a deceased father, given that the performer had previously performed Hajj but never 'Umrah?
• Is it permissible to perform a free 'Umrah offered by charitable organizations for someone who is financially capable? And will the one who performs 'Umrah on behalf of a relative be fully rewarded for the 'Umrah, or is the reward limited to the one on whose behalf the 'Umrah was performed?
