What is the ruling on one who delays Hajj without a valid excuse, while being capable and able to perform it?

Whoever is able to perform the obligatory Hajj but delays it without a valid excuse has committed a great wrong and a grave sin. He must repent and hasten to perform Hajj, for Allah the Almighty says: (And Hajj (pilgrimage to Makkah) to the House (Ka‘bah) is a duty that mankind owes to Allah, those who can afford the expenses (for one’s conveyance, provision and residence); and whoever disbelieves [i.e. denies Hajj (pilgrimage to Makkah) is a duty that mankind owes to Allah, he is a disbeliever], then Allah stands not in need of any of the ‘Alamin (mankind and jinn and all that exists)) [Al ‘Imran: 97], and for the saying of the Prophet (ﷺ): "Islam has been built upon five…", and his saying when asked about Islam: "To bear witness that there is no god but Allah… and perform Hajj to the House if you are able to find a way to it."
