When do the angels bear witness to the reciter of the Quran: Is that before the end of the Fajr time, or does it include after sunrise?

The angel appointed to record deeds writes down the recitations of the reciter at all times and for every act of obedience. Allah has named him a "witness." As for the angels who witness the recitation of the Qur’an in His saying, "And [Ours is] the Qur’an of dawn. Indeed, the Qur’an of dawn is ever witnessed," they specifically witness the recitation during the Fajr prayer, not the recitation after the prayer until sunrise. The angels who alternate in shifts ascend to the heavens after the prayer. Therefore, if someone misses the prayer and then makes it up, their recitation will not be witnessed by the alternating angels.
