Is it permissible to say "Peace be upon whoever follows guidance" when approaching colleagues?

A Muslim must observe the rights and feelings of his Muslim brothers and love for his brother what he loves for himself. Among the wisdoms of the greeting of peace (Salaam) is to make a Muslim aware of his brother’s good nature and love for him. And the saying: "Peace be upon whoever follows guidance" contains an insinuation that does not align with the general principles of Muslim solidarity, as goodness is the norm among them. Therefore, a Muslim should not greet his Muslim brothers with this phrase; rather, it is a greeting sent by a preacher to non-Muslims.
