If a Muslim greets another, it is obligatory for the latter to return the greeting in kind or better, unless the Muslim is an innovator (practicing bid'ah) or a transgressor (fasiq), in which case it is permissible to refrain from greeting him as a form of discipline. A Muslim should not initiate a greeting to another Muslim with words that imply mockery, nor should he return a greeting with words used for greeting disbelievers.
